日本-アフリカ ビジネスフォーラム2014 | 6月10日~11日開催 東京

2日間にわたり、アフリカ側の225名を含む1,221名の参加者とともに盛況のうちに終了しました。

企画趣旨

アジアの次の新興国市場といわれるアフリカは、現在の人口約10億人が、2050年までには20億人に倍増し、中間所得層も一段と拡大するといわれています。また、国際通貨基金(IMF)は、世界全体の経済成長率2.9%に対してサハラ砂漠以南(サブサハラ)は5%、2014年も6%と高い成長を維持すると予測しています。昨年横浜で開催された第5回アフリカ開発会議(TICAD V)の成果として発表された「援助から投資へ」という横浜宣言のスローガンのもと、この1月にアフリカのコートジボアール、モザンビーク、エチオピアを歴訪した安倍首相は、アフリカへの民間セクター開発に向けた円借款(EPSA)を2016年までに20億ドル(2100億円)に倍増すると発表しました。こうした状況のもと、アフリカ市場のビジネスチャンスに関する情報ニーズはますます高まるものと予測されます。

本フォーラムは、在京アフリカ外交団(ADC)の呼びかけのもと、日本政府関連機関とともに、TICAD Vの成果、安倍首相のアフリカ訪問のフォローアップイベントとして開催するものです。

アフリカのビジネスリーダーや公的部門の要人が多数来日し、成長し変貌するアフリカの現状、拡大するビジネス機会について日本側との活発な討論が行われるとともに、ビジネスマッチングの機会が設けられます。

Ambassado Dr. Mohau Pheko is a rare breed of person. Throughout her career, she has shown a strong commitment to all facets of equitable global relationships, enlightened governance, gender equity and engagement with issues of global regimes involving international trade, globalisation, human rights, climate change and democracy. Ambassador Dr. Mohau Pheko joined the Department of International Relations & Cooperation, August 2010. She served as the Republic of South Africa’s High Commissioner to Canada from 2010 to 2011. She began her tenure as The Republic of South Africa’s Ambassador Extraordinary & Plenipotentiary to Japan since 2012.

A native of Liberia, Dr. Florence Chenoweth holds a Master’s degree in agricultural economics and her PhD in land resources from the University of Wisconsin in Madison. In the 1970s, she became Liberia's Minister of Agriculture. Dr. Chenoweth’s years of public service and career have been devoted to improving the livelihoods and food security of women farmers in Africa. No stranger to the political struggles of Africa, in 1980, Dr. Chenoweth and her family escaped Liberia after a violent coup, walking across the country to safety in Sierra Leone. Undeterred in her commitment to sustainable agricultural development in Africa, Dr. Chenoweth joined the Food and Agriculture Organization of the United Nations (FAO) as its representative in Gambia, West Africa in 1995 and went on to open FAO's first office in South Africa following the end of apartheid. In 2001, Dr. Chenoweth was named FAO liaison with the UN in New York City, serving as the link between the agency and the UN General Assembly until 2007. Recently, Dr. Florence A. Chenoweth is the Minister for Agriculture, Liberia. Under Dr. Chenoweth’s leadership, Liberia’s Ministry of Agriculture is training rural women with small farm equipment, food processing equipment and conducting farmer-to-farmer trainings, so that they become self-sufficient in food production. Honoring Dr. Chenoweth with the 2011 Africa Prize distinguishes her as a role model not only to women, but to all African leaders.

Dr. Mayaki was professor of Public Administration and Management in Niger and Venezuela where he served during the periods 1978 – 1982 and 1985 – 1987. He also worked during ten years in the mining sector in Niger. From 200 – 2004, he was Visiting Professor at the University of Paris XI where he taught international affairs and international organizations. He also led researchers at the Centre for Research on Europe and the Contemporary World in the same university. In January 1997, under the presidency of Ibrahim Baré Maïnassara, Dr. Mayaki joined the cabinet as Minister in charge for African Integration and Cooperation, before holding the position of Foreign Minister.

He was appointed Prime Minister of the country in November 1997. He remained in charge until January 2000. As Prime Minister of Niger, Dr. Mayaki played a catalyst role in enhancing the social dialogue in the country. He initiated the creation of relevant technical committees in charge of the negotiations with social partners. In 1998, Dr. Mayaki, with the collaboration of the International Confederation of Free Trade Union, organized a national forum on social dialogue, launched necessary consultations and measures which resulted in the creation of the first ‘National Commission for Social Dialogue’ (Commission Nationale sur le Dialogue Social) in 2000. This commission was the first created in Africa. In August 2000, he created the Public Policy Analysis Circle (Cercle d’analyse des politiques publiques), a think-tank focusing on health and education policy. In 2004, he became Executive Director of The Platform supporting rural development stakeholders in Western and Central Africa (The Rural Hub), located in Dakar in Senegal. Since 2009, Ibrahim Assane Mayaki, is the CEO of the New Partnership for Africa’s Development.

アダム・ケンドール 氏

Adam is a principal in McKinsey’s office in Johannesburg, South Africa. He leads McKinsey’s Electric Power and Natural Gas Practice work in Sub-Saharan Africa (SSA), and does a significant amount of work in the mining sector as well. Since 2000, his work has focused on projects in the energy, electricity, and mining sectors, with particular attention paid to bringing electricity access to rural areas, capital project delivery, regulatory strategies, transformations, and operations work in emerging markets. Adam brings extensive experience working directly with private sector and government leaders across a range of African and international markets. Prior to joining McKinsey, Adam worked as a short-term consultant in the Social Protection Sector of the World Bank, developing programs to monitor the success and sustainability of the Sector’s projects. Adam has a BA in History and Political Science with Distinction from the University of North Carolina at Chapel Hill (1998). In addition, Adam has a Diploma in International Relations from the Johns Hopkins University Bologna Centre (1999), and a Masters in International Relations with Distinction from the School of Advanced International Studies of the Johns Hopkins University (2000).

Mrs. Daphne Mashile-Nkosi is the executive chairperson of Kalagadi Manganese,
A trustee and chairperson of the Women’s Development Bank Trust, a chairperson of Women’s Development Bank Investments Holdings (Proprietary) Limited.
She has a strong development background,
As an activist on gender issues, and encourages business to improve the quality of life of poor communities and the nurturing of women entrepreneurs and business leaders.
In 1993, she was nominated by the Women’s Development Bank to study development economics in Nagoya, Japan.
She is the founder and a director of Temoso Telecommunication (Proprietary) Limited.

She is the chairperson of Bakhazi-Banalima (Proprietary) Limited.
She is also a trustee of the FirstRand Empowerment Trust.
She is directly involved in the successful structuring of the Cell C third network operator in South Africa.
Mrs. Mashile-Nkosi started her career as a loan officer with Women’s Development Bank Micro Finance in 1990 and grew through the ranks.
She has a long history of commitment to developing the black community,
And particularly women. She is a former detainee, and founder member of Detainees Parents Support Committee,
Which gave moral and material support to families of detainees and political prisoners during the 70s and early 80s.
She was active in formation of United Democratic Front and, after the un-banning of the ANC,
Became the chairperson of the Soweto Sub-region of the Women’s League and General Secretary of the Soweto South African Communist Party.
She served on the National Committee of the Women’s National Coalition and was involved in the pre-Beijing and the post-Beijing process.
She was active in the formation of Transvaal Rural Action Committee, an NGO fighting against forced removals and incorporation into the homelands systems.
This experience matured into an active Rural Development career, with a special focus of rural women and culminated in the formation of the National Movement of Rural Women,
Which is still concerned with the rights and development of rural women.
She remains committed to ensuring the long-term sustainability of the movement.
She submitted the document “Minority Status of African Women under customary Law” and organised advocacy programmes around the implications of polygamy.

アフリカ開発銀行総合調整局長

Mr. Zoukpo is currently the Director of Office of the First Vice President and Chief Operating Officer (FVP & COO) since 2008. He has joined the African Development Bank in 1986 as the Economist of Research and Planning Department. After serving as Personal Assistant to the President, Head of Debt Management, Head of Credit Risk Management, Mr. Zoukpo worked as Director of Financial & Risk Management Department (FFMA) in 2006 and Director of the Reform Implementation Team (RIT), President office in 2007. Mr. Zoukpo has a Doctorate’s Degree specialization in Quantitative Policy Analysis (University of Tsukuba, Japan), a Master of Arts degree in Management Science and Public Policies (University of Tsukuba, Japan) and a MAITRISE D'ECONOMIE APPLIQUEE (M.E.A) in Economics from the University of Abidjan, in Côte d'Ivoire. He had a distinguished career in banking, financing and development.

外務省アフリカ部長

外務省アフリカ部長兼アフリカ問題総理個人代表として,日本の対アフリカ外交を推進する。
2013年6月のTICADV(アフリカ開発会議)を事務局長として運営,また,2014年1月の安倍総理のアフリカ訪問(コートジボワール,モザンビーク,エチオピア)を取り仕切った。
岡村部長は2008年から2011年まで大使としてコートジボワール(トーゴ,ベナン,ブルキナ・ファソ,ニジェールを兼轄)に赴任した経歴を有する。アフリカの現地での活動を通じ,アフリカに対する幅広い経験と深い知識を有する。

Mr. Chirchir has a depth of experience in project development, management and execution and is skilled in strategic analysis and financial management. He previously served as a commissioner at the Interim Independent Electoral Commission. He was also General Manager at Kenya Posts and Telecommunications Corporation where he coordinated the restructuring of KPTC to create Telkom Kenya, Communication Commission of Kenya, Postal Corporation of Kenya and staff Pension Fund. Mr Chirchir also coordinated the privatisation of Telkom Kenya and the establishment of mobile phone company Safaricom. He holds a Masters of Business Administration in International Management from Royal Holloway School of Management at the University of London. He also has a Bachelor of Science degree in Computer Science and Physics from the University of Nairobi.

Dr. Oba Otudeko (CFR) is Chairman, FBN Holdings Plc; Honeywell Group Ltd; Airtel Nigeria and Fan Milk Nigeria Plc. He is a foremost Nigerian entrepreneur and visionary reputed for his highly successful domestic and foreign investments that cut across diverse sectors of the economy. He was Chairman, First Bank of Nigeria Plc and FBN Bank (UK) Limited. He has, at various times, served on the boards of Central Bank of Nigeria, Guinness Nigeria Plc, British American Tobacco Ltd and Ecobank Transnational Incorporated, headquartered in Lome, Togo. Dr. Otudeko was the 16th President and Chairman of Council of the Nigerian Stock Exchange. He holds the Nigerian National Honour of Commander of the Order of the Federal Republic (CFR) awarded in 2011. He is a Chartered Banker, Chartered Accountant and Chartered Corporate Secretary. He was for 10 years, Chancellor of the Olabisi Onabanjo University, Ago-Iwoye, Ogun State and currently serves as a member of the Office of Distinguished Friends of London Business School (UK). Dr. Oba Otudeko is the founder of Oba Otudeko Foundation (OOF), and a not-for-profit organization.

Mr. Helmut was born on January 7, 1945 in Nuremburg, Germany. He is a German national and holds permanent residence in the Republic of South Africa to which he emigrated from Germany in 1965. He is married to Marian. They have two married daughters. Helmut and Marian reside in Johannesburg. Mr. Helmut completed his Grammar School and University education in Germany. He attained a ‘banking diploma’ by attending evening classes at the University of Cologne. He did this concurrently with serving his banking apprenticeship of 2½ years with Deutsche Bank, Krefeld, Germany. Mr. Helmut immigrated to South Africa in 1965 and worked there in a number of banks, specialising in Treasury disciplines and International Banking. He commenced his career as a bank clerk and rose to become and Executive Director and running the International Business of a major Merchant Bank in Johannesburg before leaving South Africa for Hong Kong where he helped set up the new branch in Hong Kong of Bayerische Vereinsbank AG of Munich (today HVB –Unicredito).

Mr. Helmut left Hong Kong in 1992 for family reasons and returned to South Africa. He took up the position of Senior General Manager, Treasury and International Business at Bank Corporation Limited, Johannesburg – today ABSA Bank. In this capacity he was also responsible for the bank’s Hong Kong Branch. During this time, he travelled widely in the region, including China, concluding business and networking. Helmut joined Investec Banking Group in Johannesburg in 1995 as Global Head of International Division. He was instrumental in setting up the Hong Kong Representative Office of Investec Bank Limited and still holds today the non resident position of Chief Representative of that office. Dr. Zodwa Dlamini is currently LHWC Chief Delegate leading the RSA Delegation based in Maseru Lesotho. She was appointed as Lesotho Highlands Water Commissioner (LHWC) RSA’s Permanent Delegate based in Maseru Lesotho since 2005. Prior to joining LHWC, from 1986 to 1991, she was a Tutor at the University of Iowa Geography Department, Iowa City, USA and Researcher for the Office of Affirmative Action University of Iowa and Africare Fellow at the University of Iowa. Dr. Dlamini was the first African Senior Lecturer appointed at the Johannesburg College of Education teaching Sociology of Education in 1992. In 1994, she promoted as the Deputy Director for Advanced Basic Education and Literacy (ABEL) an AED and Creative Associates Project funded by USAID to assist and fund Transitional Government and NGOs involved with ABET and Pre-primary education in South Africa. Dr. Dlanimi was the Head of Education in the Northern Cape – Amalgamated all the three ex-departments of Education into one Department.

Due to the leadership of Ministers the RSA LHWC Delegation successfully concluded the LHWP Phase II Feasibility Study. Subsequently the RSA Cabinet gave DWA through RSA Delegation a go ahead in Dec 2008 to start negotiations with the Government of Lesotho (GOL) for Phase II. She has been successful in leading the RSA Delegation to conclude the negotiations of the implementation of Phase II. As the member of a non-government organisation “Every Child Is Ours” founded by President Clinton while he was president, Dr. Dlamini introduced the Northern Cape Education Department and Training to ECIO and provided books for school libraries in the province.

She obtained her BA Honours in Geography from the University of Fort Hare, Alice Eastern Cape, MA in Urban and Political Geography from the University of Iowa, IA USA, and PHD in Social Foundations of Education from the University of Iowa, IA USA.

Mr. Tewolde GebreMariam joined Ethiopian Airlines in 1985 as Transportation Agent at Addis Ababa Airport. He progressed through the ladder to Manager Cargo Traffic Handling. In 1995, he was appointed as Regional Director for India and Southeast Asia based in Bombay. He was later transferred to Jeddah as Area Manager for Saudi Arabia. When Ethiopian commenced direct services to the USA in 1998, he was appointed as Area Sales Manager for North East USA and Canada based in New York. In Oct-2000, he was appointed as Regional Director for the Americas. On 16-Aug-2004 he was appointed as Executive Officer Marketing & Sales to head the Marketing and Sales Operations of Ethiopian. On 1-Jul-2006, he was appointed as Chief Operating Officer of Ethiopian to head all the operating divisions of the airline commercial, flight operations, customer services and maintenance and engineering. Since 1-Jan-2011 he has been serving as CEO of Ethiopian Airlines. In his CEO role, Mr Tewolde has been a triple award winner. In Nov-2012, he won “The African CEO of the Year-2012” award from the African CEO Forum organised jointly by Jeune Afrique and the African Development Bank in Geneva. In Dec-2012, he won “The Best African Business Leader” award from the Washington D.C. based Corporate Council on Africa, which promotes trade and investment ties between the USA and Africa. In Jul-2013, he became the first African Airline CEO to receive “The Airline Strategy Award for Regional Leadership” in the award’s 12 year history. The Award is given out annually by Airline Business Magazine, a publication of Flight Global, the world’s leading aviation media brand. In addition to his duties as CEO of Ethiopian Airlines, he also serves as a member of the Board of Governors of the International Air Transport Association (IATA); and an Executive Committee member of the African Airlines Association (AFRAA); a Board member of Ethio Telecom; and a member of the Airlink Advisory Council.
He earned his B.A. Degree in Economics from the Addis Ababa University in Ethiopia and his Masters Degree in Business Administration from the Open University in the UK.

Over the course of his career Mr. Désiré has demonstrated his ability for strategic thinking and innovation, produced impactful policy documents, and published applied research. Mr. Désiré is actively involved in international development discussions, such as the post-2015 development agenda and the ongoing African Development Fund replenishment. His technical expertise spans economic policy, country-level studies, development effectiveness, quantitative analysis, and private sector operations for enhanced development impact.

His 18 years of post-Ph.D. professional experience started as University Professor at HEC Montréal (Université de Montréal). Mr. Désiré then moved to the African Development Bank as a Research Economist. I am currently under a PhD studenship at the CSIR National Laser Centre after obtaining an MSc in Physics summa cum laude from the University of KwaZulu-Natal while with the Mathematical Optics research group. My PhD research in centred on high brightness lasers which are explored in maximising the energy extraction from a laser system while maintaining a specific laser beam quality at the output with research interests including optical communication through fibres coupled with laser beam control. My research has led to the development of fundamental tools for the analysis of laser beams, particularly to infer mode quality through a technique termed modal decomposition where we have been the first to demonstrate this digitally. Through my research we have published 9 international peer-reviewed journal papers all of which have been presented at either international or local conferences. I have obtained several awards which include; best MSc oral presentation in 2010 and 2011, best PhD publication in 2012 and best PhD poster in 2013. I have also received an award as the best student at the National Laser Centre excellence awards and at the CSIR excellence awards in 2012. I am an active member of the CSIR student body in affiliation with two international societies which funded the first IONS conference in Africa where I was a primary organiser.

Dr Oladapo Walker was Professor of Pharmacology and Therapeutics of the University of Ibadan, Ibadan Nigeria where he served from 1984-1996. During his tenure in the University Dr Walker was the lead investigator for approaches to the management cerebral malaria in the University College Hospital in Ibadan. He was part of the global team for the development of new antimalarials including atemisinin. Thus, whilst in the University he was highly sought for by the drug industry for his unique expertise at that time on the clinical pharmacology and pharmacodynamics of antimalarials. This opening gave him the expertise for the link between research and Industry. In addition to his clinical work, he was lead investigator in Ibadan for the development of cost effective methods for the assay of drugs used in malaria. His studies into risk factors for acquiring cerebral malaria contributed to our knowledge of the disease and reduction in mortality in its clinical management.

He joined the WHO in 1996 as Advisor on Operations Research for the Accelerated Malaria Programme. His work assisted Ministries of Health to in-cooperate therapeutic drug monitoring of antimalarias into their routine plans of work by building extensive capacity in this critical area in the various Ministries of Health of African countries. This effort by his team paved the way for the translation of research data into policy, which is now routine. He was appointed the WHO Representative in Uganda in 2000.His major focus in Uganda was health systems strengthening. He was awarded the Uganda Ministry of Health Merit Award in for Public Health in 2005, having shown impact on some of the most important public health challenges in Uganda including the scaling up of the use of antiretrovirals for HIV at the community levels and linked the treatment of HIV and TB. In addition, he was lead investigator for the introduction of home management of uncomplicated malaria which is now the norm in African countries. He was reassigned to the cabinet of the WHO Regional Director for Africa in 2005, where he was Programme Manager for Technical Cooperation with countries. In this capacity he expanded his scope in public health by being part of the initial group in WHO that scaled up policy dialogue for health systems strengthening. The outcome was the establishment of the International Health Partnership group. In 2008 he was reassigned as Inter Country Coordinator for East and Southern Africa where he contributed to the partnership for elimination of malaria and scale up of HIV management. He is currently the Inter Country Coordinator for West Africa where he is focusing on complex emergencies and health development. He took up his present position in 2012.

Amb. Valentine Sendanyoye Rugwabiza, has been appointed new Chief Executive Officer (CEO) of Rwanda Development Board (RDB) in 2013. She is a former Deputy Director General of the World Trade Organization. Ms. Rugwabiza was also appointed a member of the cabinet and Claire Akamanzi, who has been acting CEO, has been made the Chief Operations Officer (COO). While at WTO, Rugwabiza was mainly in charge of development issues that included trade policy review, training, technical cooperation and trade facilitation. She was one of four deputy director-generals who served under director-general Pascal Lamy from October 2005 to September 2013 and was also in charge of WTO work program on aid for trade. Before joining WTO, she served as Rwanda’s envoy to the United Nations in Geneva and Switzerland. She is also the founder of the Rwandan Association of Women Entrepreneurs. Previously, Rugwabiza served in various senior managerial positions in the private sector, both in Rwanda and abroad, including in a Swiss multinational corporation.

Ms. Rendani Neluvhalani, International Tax Services (ITS) Partner, who has been with the organization for over 15 years and brings extensive Pan- African tax experience to the role. Currently, she leads the Ernst & Young Africa Global Tax Desk Network in Beijing. Ms. Rendani joins China’s Africa Global Tax Desk Network from her current position as EY’s Pan-African ITS Partner, based in South Africa. Ms. Rendani and the EY Africa tax network serve the China market, as well as countries in the Asia-Pacific region and Japan. She brings a broad understanding of many African tax systems to her new role, as well as a well-established African network. Ms. Rendani’s experience spans across various industries, with a focus on the financial services and telecommunication industries. She spent over two years with the international and structured finance team in EY’s London office where she spent a significant portion of time on tax effective supply chain and transfer pricing engagements. Ms. Rendani also led the ITS practice in South Africa for four years as well as the Africa region for two years.

Mr. Ken Poonoosamy is the Managing Director of the Board of Investment (BOI), the country’s national investment promotion agency.
Since joining BOI in 2005, he led various directorates within the organization and has used his international expertise to develop and promote Mauritius as a competitive global hub and has seen investment thrive in financial services, logistics, BPO, ICT, seafood and Freeport sectors.
Ken has equally been closely involved with the development of new economic clusters as part of the country’s strategy of economic diversification and has also formed part of a series of bilateral negotiations panels at a country level. Since 2011, he has driven a number of initiatives as part of the broader country Africa Strategy. His leadership and insight are contributing to Mauritius’s rise as the global investor’s platform into Africa.
Ken is a regular speaker at international conferences on Africa related investments, good governance in IPAs and doing business practices, shipping and seafood as well as a number of sector specific opportunities.
Prior to joining the BOI, Ken served in the Mauritius Freeport and at Deloitte and Touche. He holds a Master’s degree in Port and Shipping Management, a BA (Hons) Economics and International Trade from Leeds Metropolitan University (UK), in addition to a professional diploma in shipping from Lloyds (UK). Ken is also an alumnus of the ESSEC Business School in France.

Joseph Ogutu joined Safaricom as Chief Corporate Affairs Officer in May 2005 from Telkom Kenya where he was the Principal Assistant to the Managing Director and Chief Strategy & Regulatory Officer.   He then served as Chief Human Resource Officer from 2008 before taking on the role of Director, Resources Division in the March 2011 company reorganization.

In October 2012, Mr. Ogutu was appointed as the Director, Strategy & innovation Division, where he works closely with the CEO in formulating strategic direction for the business focusing on developing Safaricom’s position as an industry leader in driving innovation in products & services.  

He also serves as the Chairman of Safaricom Foundation and sits in the Board of TEAMS Limited.

Mr. Ogutu has had a dynamic career in the telecommunications industry spanning more than 25 years of which the last 12 have been at Executive Committee level.   During this period, he was actively involved in the reform of the sector including the drafting of the Postal and Telecommunication Policy Paper that led to the restructuring of the defunct Kenya Posts and Telecommunications Corporation and subsequent establishment of CCK, Telkom Kenya and Postal Corporation of Kenya.   He has also been involved in the establishment of the institutional framework for the Eastern Africa Submarine Cable System (Eassy).

Jason Reynard was appointed Regional CEO of Bolloré Africa Logistics in East Africa in March, 2013.
Jason began his career with Bolloré Africa Logistics nearly 20 years ago as the Transport Division Manager for the then SDV Transami Kenya Limited.
Since 1995, Jason has been working in various parts of Africa. He was the Country Managing Director for Bolloré Africa Logistics Ghana, managing the operations of four subsidiaries. During his tenure in Ghana, Jason also sat on the Board of Directors of Meridian Port Services (MPS), a PPP Project in which Bolloré Africa Logistics was awarded concession as the Container Terminal Operator in the Port of Tema in 2007.
Prior to this, Jason was the Deputy Managing Director of Bolloré Africa Logistics in Nigeria. In his career, Jason has also served as Managing Director of SDV Transami and AMI Tanzania, SDV Transami Uganda as well as Operations Director of SDV Transami Kenya.
Jason has over 25 years of logistics experience in Shipping, Freight Forwarding, Logistics, Ports Privatization, Oil & Gas / Mining Operations, Supply Chain and Project Management in East and West Africa.

Zamo Gwala joined Trade and Investment KZN as the Chief Executive in March 2006. Trade and Investment KZN is an agency mandated to promote the province of KwaZulu Natal as an investment destination with an objective of increasing Foreign and Domestic Investment & Trade. This organization was formed in 2000 to replace the KwaZulu Natal Marketing Initiative (KMMI) that was instrumental in attracting a significant number of Chinese and Taiwanese companies that invested in this province during the 1990’s.

Prior to joining Trade & Investment KZN, Zamo held several positions in Project Finance, Project Management, Sales and Marketing in companies such as Eskom, Siemens and IDC (from 1990 to 2006). Throughout his career, Zamo has been working in Durban and Johannesburg.

 Currently, Mr. Ouedraogo is the President of the Economic Community of West African States (ECOWAS) Commission. Mr. Kadré Désiré Ouédraogo (born 1953) is a Burkinabé political figure who was Prime Minister of Burkina Faso from 6 February 1996 to 7 November 2000. Since 2012, he has been President of the Economic Community of West African States Commission. Mr. Ouedraogo was Deputy Governor of the Central Bank of West African States (BCEAO) until he was appointed as Prime Minister by President Blaise Compaoré on 6 February 1996; at the time of his appointment he had no political affiliation. Following the May 1997 parliamentary election, Compaoré reappointed Ouedraogo as Prime Minister on 7 June 1997, with a new government appointed on 10 June. After Compaoré was re-elected in the November 1998 presidential election, Ouedraogo and his government resigned on 8 January 1999. Compaoré again reappointed Ouedraogo as Prime Minister on 11 January with few changes in the composition of his government. By this time Ouedraogo was a member of the ruling party, the Congress for Democracy and Progress (CDP). Later, after Mr. Ouedraogo and his government resigned, he was replaced by Paramanga Ernest Yonli on 7 November 2000. In 2001, Ouedraogo became Burkina Faso's Ambassador to the United Kingdom.

He became Corporate Advisor and Executive Consultant, a post he held until he was appointed the Ambassador of the Republic of Kenya to Japan and Korea in 2004. Upon his return in April 2009, he was immediately appointed Chairman of Toyota East Africa Ltd and Executive Advisor to Toyota Tsusho Africa (Pty) Ltd. In April 2010 he was appointed to the NEPAD National Steering Committee, by the Government of Kenya to promote Kenya’s effective participation in regional infrastructure development. Amb. Mr. Chris qualified as an engineer and spent the early part of his career in manufacturing management with Jaguar cars in Birmingham, England. He then moved to the power industry with the government-owned CEGB, and hence Powergen at privatisation. Chris undertook a range of finance and corporate roles before becoming Power Station Manager of the Rheidol and Connah's Quay Power Stations. He subsequently assumed executive responsibility for Powergen’s electricity trading in the UK Power Pool and operations at East Midlands Electricity Distribution with 2.7 million customers. In 2001 Chris joined Scottish Power as Director of Operations in the Generation Business where he had day-to-day responsibility for all the company's UK sites including wind farms, pumped storage, hydro-electric, biomass, CHP sites and major coal and CCGT plants totalling over 6000MW of capacity. He later joined the UK government’s Environment Agency as Executive Director, Performance and Innovation before founding Ocean Electric Power to develop marine and solar PV renewable energy projects. Chris also co-founded the Carbon Catalysts Group. He is now CEO Power, Oil & Gas with the Honeywell Group, based in Lagos, Nigeria. He holds an MBA and has attended the Harvard Business School Advanced Management Programme. He is a Fellow of the RSA in the UK.

 Tandeka C. Nkiwane is Special Advisor to the CEO of the NEPAD Planning and Coordinating Agency, a technical body of the African Union. A professor of international relations, she also has served as Director of the Development Research Institute in Johannesburg. Her areas of expertise include regional economic integration, political economy, regional integration, South African public policy, gender and development, as well as economic development in Africa. She serves on the Board of the Khulani Foundation, as well as Foundation for a Safe South Africa (FSSA), amongst others. Ambassador Vahekeni is also an elected Council Member of the Jean Monnet Foundation for Europe.

He became a Member of Parliament in 1994 and rose to the position of Assistant Minister in the Ministry of Finance and Development Planning. From 1999 – 2009, Ambassador Nkate was appointed to Cabinet and served in different ministries as a Minister of Lands and Housing, Trade and Industry; and Education and Skills Development. Mr. Ahmed joined the Minister of Minister of Foreign Affairs as Roving Ambassador Extraordinary and plenipotentiary responsible for the NEPAD and Peer Review Mechanism. He has served Executive Director of the Djiboutian Social Fund Project Development established by the African Bank of Development. Mr. Ahmed was professor of History and Geography and has worked tirelessly for the national education as advisor to the Minister until 2000.

 Ambassador Ogutu is a career diplomat having joined the Kenya Foreign Service in 1984 upon graduating from the University of Nairobi.  He rose through the ranks serving in various capacities both at home and abroad.  His diplomatic assignments have taken him to Japan (First Secretary 1990 – 1994), United Nations in New York (Counsellor 1998), Tehran (Deputy Ambassador 1999), Hague-Netherlands (Deputy Ambassador 2000- 2004). At the Headquarters, he served in several departments including Protocol, Middle East, Americas, and Ministers’ Cabinet.  He headed the Directorate of Special Duties and became Director/Ambassador in the Africa and AU Directorate before moving to the Ministry’s overall coordinating role as Director of Political Affairs. During his career, Ambassador Ogutu has travelled extensively and participated in numerous international and Diplomatic Conferences. H.E. Mr. Ogutu was appointed Ambassador to Japan in July 2010.

Prior to being Ambassador, Dr. Charles MURIGANDE held various Ministerial portfolios including Education, Cabinet Affairs and Foreign Affairs. Dr. Charles MURIGANDE holds a Ph.D. in Mathematics from University of Namur, Belgium and has taught at Howard University in Washington D.C and served as the Rector/Vice Chancellor of the National University of Rwanda.

Ambassador Elhijazi obtained his university degree in Economic and Social studies from the University of Khartoum in 1984. He joined the Ministry of Foreign Affairs of the Sudan in June 1986. As a young diplomat he studied French Language (CAVILAM, Vichy) and diplomatic relations in the “ Institut International d’Administration Publique “ in France during November 1987 to July 1989. Through his career, he served in Embassies of the Sudan to Morocco (Rabat), Mali (Bamako), Algeria (Algiers), European Communities, Belgium and Luxembourg (Brussels), Germany (Berlin). He was the director for Economic and Technical Cooperation during the period July 2008-December 2010 and director for European Affairs in the Ministry of Foreign Affairs from January and July 2011. He has assumed his duties in the embassy of the Sudan in Tokyo in July 2011. Mr. Elhijazi participated in many regional, international conferences and fora as a Sudanese delegate.

Betty Grace Akech-Okullo

Ambassador Betty Grace Akech-Okullo started her career as Educational Administrator and entered the field of politics as an elected Constituent Assembly member for Gulu District, Uganda. She then moved on to serve as a member of the Parliament representing Gulu District. She also held positions of the Minister of State for Health, of State for Local Government and of State for Higher Education. After completing the term as the Cabinet Minister in Charge of Security at the Office of the President, she assumed the office of the Ambassador to the Republic of Sudan. She has been in Japan as the Ambassador since 2013.

His Excellency, Amb. Ng’ona Mwelwa Chibesakunda is Zambia’s Ambassador to Japan appointed in 2012. He is also extra-accredited to South Korea, Australia, New Zealand and Solomon Islands. A lawyer by profession, the Ambassador served as Clerk of the National Assembly of the Republic of Zambia for many years during which he offered consultancy services in the Parliamentary reform processes, Regulations and Procedures to many institutions including the Parliaments of Lesotho, Kenya, Namibia, South Africa, Swaziland, Tanzania, Uganda, Nigeria and the East African Legislation Assembly. Other Institutions that have benefitted from his expertise include the Commonwealth Parliamentary Association and the SADC Parliamentary Forum. He is the longest serving Clerk of Parliament in the Commonwealth as well as the longest serving Clerk / Secretary General - Inter Parliamentary Union. He also has the award of International Man of the Year 1991/1992 offered by the International Biographical Centre, Cambridge UK, for outstanding work in Parliamentary practice and procedure. The Applicant has a number of publications on Parliamentary matters.
